The Background

Charles Taylor Marine Technical Services’ senior marine surveyor, Gregor Guo, recently completed a JH143 Builder’s Risk Assessment Survey at COSCO Shipping Offshore in Qidong, P.R.China. A JH143 survey is an insurance risk assessment of how the shipyard manages construction, launching and sea trials. Broadly the survey spanned nine aspects:

  1. Shipyard description and details
  2. Geographical and environmental risks
  3. General site condition
  4. Processes and procedures
  5. Quality assurance/quality control of the production process
  6. Yard safety and working practices, permit to work systems
  7. Emergency response plan
  8. Management of subcontractors
  9. Current projects

 

The challenges

Due to the extended strict Covid lockdowns in some parts of China, there was a lengthy postponement before the JH143 survey could be conducted.

The solution and survey

Desktop reviews of the shipyard systematic documents were conducted prior to the onsite survey. Once at the yard, systematic procedures and processes were inspected and found to be satisfactory. The site safety, energy management practices, health and environment protection were also inspected and verified. 

MTS’ Gregor Guo was accompanied throughout the survey by senior team members of the assured, COSCO SHIPPING (Qidong) Offshore Co., Ltd., and principals from the insurers, PICC P&C Nantong municipal branch as well as PICC P&C Jiangsu Provincial Branch. 

Throughout the detailed survey activities, MTS demonstrated expertise and proficiency. “The principals and insured were satisfied with the recommendations we provided,” explained Gregor Guo. “We won their appreciation with excellence in service levels, the global scope of our offering, and the thoroughness of our reporting.”

 

The outcome

PICC are interested in further JH143 surveys at other shipyards. In addition, MTS has been invited to present and provide further training at their premises at a later date.

After the survey, MTS’ Gregor Guo and the principals were invited by the COSCO management to an official dinner to celebrate the completion of this long-delayed risk assessment survey. 

During the dinner, COSCO surprised Gregor with an award, given in recognition for his excellent service. The award was a custom built model of the wind turbine installing vessel building that he had inspected at the shipyard during the survey!
